Digging

While taking pictures of the Santa Shuffle 5K, I noticed that a machine was digging near the new city water well located east of Matheson Street. You can see the well house framed by the arm of the excavator. (What exactly is this machine called?)

I am not sure what the purpose of the digging is. My guess is that it is making a detention pond for the Biddle Subdivision that is planned for the east side of Matheson. Anyone have more than a guess?

It looks like a Cat hydraulic excavator to me! Wonder if it was made in Lafayette, IN?
