Why?

This water tank has recently been constructed next to SR 114 by the Newton County landfill. Why is it there?

It is my understanding that the water tower in question near the landfill is to be used by a new industry in the area. It is located in a green building nearby and uses paper waste to shape egg cartons. I think water is mixed with the shredded paper, and then pressed and dried.
The plant is called INIG. I am not sure f the ownership.
