Who has the key?

The new Amtrak station was completed a couple of weeks ago and it has a nice sign on the door welcoming train passengers to Rensselaer.

 However, if a passenger wants to go inside the new depot, it cannot happen. The door has been locked since the construction guys left. That raises the questions, "Who has the key?" and "Why is it locked?"

 Looking through the window one can see the benches ready for passengers, but up to now, never used.
