I could not figure out what it was that they were putting into the holes, so I asked. A worker told me that they were installing monuments, or surveyor markers.
Left unasked and unanswered was the question of why they could not do this before they paved the street.

The surveryor has to be able to access these monuments and that would be difficult if they were buried under a newly paved road. Also, the tearing out of the old road or the paving of the new one may have disrupted the old markers, in that case they need to be completely reset.
